Changing and Enforcing Regulations (Border Program)
The Border Binge-Drinking Reduction Program includes regular surveys of youths returning from a night of drinking and anonymous BAC breath tests. Information from the survey results provides the basis for media advocacy and activities to mobilize the community to action.
The results from the San Diego Tijuana Border project between 1997 and 1999 show that the program significantly reduced binge drinking in the area. The results include:
- A 40 percent reduction in BAC levels among pedestrian minors returning to the United States. ref
- A 29 percent reduction in the number of pedestrians returning to the United States with BACs higher than 0.08 percent. ref
- A 31 percent reduction in the number of pedestrians under the age of 21 crossing into Mexico on weekend evenings. ref
- A 36 reduction in pedestrian crossings by U.S. residents 18 years and older. ref
- A 45.3 percent reduction in the number of 16- to 20-year-old drivers who had been drinking and were involved in crashes (compared with drivers in the same age group who were involved in crashes but were not drinking). ref
