According to the 2002 Call to Action report by the NIAAA Task Force on College Drinking: ref

In addition to an individual's likelihood of addiction based on risk factors, campus norms, and conditions within the larger community affect college student drinking behavior. These factors include the accessibility of alcohol and the failure to penalize inappropriate use. ref These factors create what the NIAAA Task Force report calls a "culture of drinking."
