Introduction

Alcohol is the most widely used and abused drug in the United States. Fourteen million people in the United States have alcohol problems, yet many people do not know that alcohol is a drug and that it can be harmful.1 Even in small doses, alcohol can affect judgment and behavior. Often, it leads to violence.

It is estimated that, among the Nation's 113 million drinkers, 11 million are underage and more than one-third of drinkers binge drink (consuming five or more drinks at a time). In addition, 14 million need treatment for alcohol problems, which cost our society approximately $167 billion per year.2

Substance abuse refers to the use of any mood-altering chemical, such as marijuana, cocaine, heroin, or alcohol, that results in problems for an individual. These problems include the inability to work, attend school, or take care of daily needs. Although alcohol is legal for those 21 years of age and older, it is still considered a drug.3
